Spawns do not vanish instantly, so a horse you saw announced is usually still there when you arrive. Interact to tame, then pay 15,000 Wen to complete the mount. That price is steep for a fresh account, so finish Lost Pages first, keep grinding bandits and bears, and avoid dumping Wen into cosmetics until you either own a horse or have a clear trainer shopping list. If Kona has no quest, you may be on the wrong dialogue branch or already finished — check inventory for the book before restarting the hunt.
